sorry, I mixed some information/observation with newer version number (might happen through browser-restart before copying version number)
...in version 72.0.3815.320 I can't reproduce this issue ... works fine for me

"clear all browser data" has no affect on this issue

Opera 72.0.3815.211my observation:
shortly after starting opera browser or opening a new tab it seems to work correct, bookmark-suggestions respectively search-suggestions on typing into adress-bar are shown ... but then the issue returns randomly ... -
