Opera uses a proxy rather than a traditional VPN tunnel.

I have Opera VPN and Netflix working fine, and if not for Opera's VPN i wouldn't be able to watch Netflix at all. (My ISP actively blocks Netflix)

I do have the 'WebRTC Leak Prevent' extension installed which may be a factor contributing to my success.
