This is definitely a bug on Nvidia GPUs on WIN11, I've confirmed it on a 1050Ti and 3070.

I got it working by going to the properties of the executable file and running it in Windows 8 mode under the Compatibility tab, and then hit apply. Doing this makes it run slower, but at least it will work.

Opera needs to work out this issue asap.
