"open Speed ​​Dial first" worked only once

An issue occurs when opening the browser. The settings include an option to "restore previously opened tabs," which contains a sub-option: "open Speed ​​Dial first." If this sub-option is enabled, the Speed ​​Dial does indeed appear the next time the browser is opened—but only once! If you close and reopen the browser again, the Speed ​​Dial fails to appear automatically. However, if you simply access the "Quick Settings" or "Mods" menu—even without changing any settings—the Speed ​​Dial will reappear, but again, only for that single instance upon browser startup.
This behavior has been verified on two different computers, including instances with a clean installation.
