Can't turn off "Improved search suggestions"

In previous Opera GX versions I could disable “Improved search suggestions” and completely remove address bar search suggestions. After reinstalling the browser, the toggle is no longer available and search suggestions cannot be disabled, even with prediction settings turned off. Is this intentional, a bug or something else?
