How can I recover an account?

I can no longer log into my account because Microsoft Authenticator did not save the backup correctly, and the backup codes I had do not work (even though I don't think I changed them). Unfortunately, the old smartphone where I used the Authenticator app broke. How can I regain access to my account and change the authentication app at this point?
Also, if I can no longer log into my account, how can I delete it?
I checked the Opera website, but it seems that there is no way to contact support directly other than through this forum.
