why fullscreen makes brightness maximum

When I press F11 or make opera fullscreen, the brightness goes maximum. My intel and nvidia gpus don't have any auto-brightness setting. Also I disabled win11 auto brightness in display. For other applications in my hp victus 16 laptop, nothing causes the same issue but only opera. How can I stop brightness change?
