Well...
Time to switch browser up. Simply.
20 years using Opera ending here, just cause some lazy developer thinks, using certificates is not important in XXI Century.
Bye Opera, fck off yourself. Twice

After all this time and still not solved, this has to be intentional.
Another guugle soldout?

Chromium changed the page to require something Opera doesn't support. Opera is investigating a workaround, but no guarantees. If it can't be sorted out, the page might have text informing the user that it's not supported.
Also, Chrome now supports a
chrome://certificate-manager
thatchrome://settings/certificates
now redirects to. Opera doesn't support that either, but it's be investigated at least. So, major changes in Chromium in this area require Opera to adapt.

@burnout426 So you will inform the users, certificates are not supported in Opera? Is a joke? xD
Obviously this is a bull s h i t and this lack of fixing is intentional. 6 months later, you are not even having a movement about.
Using Vivaldi, another chromium browser. Know what? I can manage my certificates properly. Oh, what a surprise!

Opera Developer 120.0.5502.0 has:
DNA-121617 [Linux] No settings are displayed on the certificates page
I have not personally tested it to see what the page now shows. Give a it shot though.

Know what? Funny that I was able to import my certificate by installing I believe the very last "manageable" version (I think it was 20.something), when latest version was already broken.
That was in december 2024. So why not like fix it by using the code from there?
Why is this page displayed as "unavailable" to me? I was able to open it, but after several days - BAM!
Oh I C, link has changed. -

Lawd be praised!
Our prayers were heard. The latest system update, which our brother burnout426 hast foretold, solved my trouble.
I can use certificate management again!
