Link to Windows Network Diagnosis not working

Hi community!

For some time now I have the problem that when I start up my PC (Win10 64bit, up to date) it won't connect to the internet until I either restart it or use Windows Network diagnosis. This will reset the network adaptor, then it works fine.

I'm not quite sure, but I believe this all started a while ago when I installed Zscaler VPN from my employer for my work-from-home days. It's a bit annoying but I got used to it, since it only takes a few seconds when I open Opera, the page "This website is not available" appears and click the link to "run Windows network diagnosis". A few seconds later everything works fine, or better: worked fine. Because for some time now, clicking the link for the diagnosis doesn't do anything anymore. The diagnosis window won't open. So now, I have to open Edge browser to start the diagnosis from there, which really is annoying.

So, any ideas why the link in Opera won't work anymore all of a sudden? Anything I can do? I'm using Opera One (Version: 112.0.5197.53)
