How to get to queue for extension review?

I think there are some criterias to get the review queue, as some extension regularly have approved updates but some not for years
for examples see topic "Very long extension moderation process" where there are extensions that not reviews for 2 years.
Please explain the criterias , so we will able to improve something to be published...

I know there was a addons website for Opera, (https://addons.opera.com/en/). It seems kind of outdated now with no html/css updates and sometimes takes like a minute to load (not my wifi). I wanted to make a custom theme add on, but it took so long, I had to give up. Please update the website.
