Problem with ZWNJ (Zero-width non-joiner)

Hello dear admins.
I am Persian and in our language we should use (ZWNJ) in many of our articles and titles so many of websites use it in their URL.
The problem is when (for example PHP article in Persian language) I open this link in my Opera it will show me this:

https://fa.wikipedia.org/wiki/پی%E2%80%8Cاچ%E2%80%8Cپی

but other browsers like FireFox shows it in correct format like this:

https://fa.wikipedia.org/wiki/پی‌اچ‌پی

So please solve this problem by considering ZWNJ in url decode.
