When adding a bookmark to the toolbar being able to choose top or bottom of the list

Years ago, if I remember correctly, when you saved a bookmark on the toolbar it appeared initially on the bar itself at the top of the list, now it disappears to the bottom. I would like to be able to save the bookmark to the toolbar and then in that same screen be able to choose if I want it readily accessible or if it disappearing is ok.
