One user account Windows HP-SP1 (64-bit) cannot update from "../core66.0.3515.111"

2020.03.24.0716.cdst Tuesday Earlier this morning I was using another user account (user-oa) which was still Opera GX LVL1 (core 66.0.3575.111) and three unsuccessful tries to update, so I dld the "...67.0.3575.0 setup.exe manually before closing that user-oa account
#1 attempt - let the default update process run; after 100% download success "ERR msg - Failed to prepare update"
#2 attempt - closed all other open applications, went to "HELP", then choose "About Opera"; then R -> update default action; again 100% download, but "ERR msg -Failed to prepare update."
#3 attempt - closed Opera GX running, waiting & checked via SysInternals :procexp.exe all instances of Opera GX 66.0.3575.111 were closed; Reopened Opera GX ....66.0.3575.111, went to "HELP" on dropdown menu, then "About Opera which R ``> auto opened the default update action and again, for 3 time got 100 % dld success, then "ERR msg -Failed to prepare update."
- This is a locally built 2014 PC from "COMPUTER GrEEKS.COM" w 8GB DDR3 RAM; AMD Dual Core -2X "AMD A4-3400 APU w RADEON(tm)HD Graphics; graphics card upgrade to NVIDIA GTX GeFprce 750 Ti w 2048 MB gDDR5; logitech trackball; horribly old MS oem Ergonomic keyboard - half of key surface ids are gone, but action is good and it prevents carpel tunnel syndrome!
- Believe this is a Windows uac issue, nothing to do with Opera GX, but that's an intuition; this is a problem report, for now!
