Strange cursor/text highlight bug (very minor)

Not sure why this happens, has occurred on various different websites (large and small, large being facebook/youtube, small being local paper and random blogs).
Have attached a gif of it. It doesn't functionally change anything, you can still highlight and copy information, just the cursor doesn't change.

I also note that refreshing the page does not "fix" this, and that in other browsers (microsoft edge and google chrome tested) the cursor does change for all lines (including the one in the gif)

Not sure why this is but thought it could cause issues at some point down the line and hadn't seen anyone mention it.
