As title, went back to 64.0.3417.54, reinstalled profile, back to normal.

I have the same issue. Reverting to 64.0.3417.54 fixes the issue.

I do not notice any delay here.
However, I have disable all the useless stuff on speed dial, i.e. no background, no my flow, no suggestions, no news etc, just the sites I use.
