The Start Page has four sections

1. Search box
2. Speed Dial
3. Speed Dial suggestions
4. News

When items 1,2,3 are not chosen then what follows below moves up to take their place except for item 4 which seems to be in a fixed position on the page. Item 4 should move up also to reclaim the unused space.
