Unable To Decode Mixer Streams With Low Latency

I love the Opera GX browser in all of it's entirety, but for whatever reason, on my GTX 1060 3GB (latest driver installed), Opera GX cannot decode a Mixer stream (from mixer.com's streaming site) when the Low Latency feature is enabled. When I deselect Low Latency, the stream is decoded. I'm not sure if this is reported before. Twitch, YouTube, or any other site is fine except for Mixer.

I can decode the video on my Alienware Alpha which uses a GTX 860M however (latest driver installed). Both machines are on the latest Windows 10 Home 1903.

I forgot a small detail. The GTX 1060 3GB uses the DCH driver (Universal). The GTX 860M uses the Standard driiver.
