Uncaught (in promise) DOMException in coub and instagram

I have a problem with my Opera browser 58.0.3135.107. The problem is that no video are playing in coub.com and instagram.com browser version. The photo are loaded but video doesn`t played. In console write the next exception "Uncaught (in promise) DOMException", also in coub.com write "Failed to load resource: net::ERR_NAME_NOT_RESOLVED" .
I try to run coub.com on Mozilla Firefox and everything work, and no exceptions in console. -

If you are on ubuntu or an ubuntu based distro, it is probably becaise of the reason I mention here
