Can't instal, error 24 even with apk

I just factory reset my Lenovo 3000, and it shows this error 24 when I tried to install from play store. Tried problem-solving with uninstall updates and clear data play store, still not work. Tried downloading the .APK and it still won't install. No error message if installed from .APK, just 'application not installed message. Tried to install another app and it installed just fine. Before factory reset I had opera mini running for so long just fine.
Please, I need help asap because so many websites are banned in my country and opera mini is the only browser allowing me to access them without using VPN. Thank you very much.
