Question About Submission Requirements and Moderation

It is my interpretation of the submission requirements that I must submit instructions for how to build my extension. After having done that, I have been told by my assigned moderator that I must provide instructions for building the software on a specific platform (specifically 64-bit Windows 7 which seems outdated to me and has sketchy support for running Docker containers we use to mitigate local machine build pre-requisites.)
Question: is it the official policy that software must build on 64 bit Windows 7?
Follow up: if not, is it possible to have my extension re-assigned to a moderator who is familiar with the build technologies my company uses? How would I go about that?
