Gmail refuses sign-in, displays cookie settings error message

If I try to access mail.google.com (a.k.a. gmail.com), the signin page does not appear but Opera 38 displays this message:
But cookies are enabled and the cache, browsing history, and cookies have been cleared. Does anybody know how to log this as a bug with Google or Opera?

This error showed up for me today, after Opera Developer updated to 41.0. I am getting the same cookie error, after working perfectly with Gmail prior to this.
Thoughts? Suggestions?
