How to toggle cookies off & on

I want to switch from Firefox to different browser because it no longer prompts me to accept or reject cookies on a per site basis. Looking at this page: http://www.opera.com/help/tutorials/security/privacy/ says that if I set cookies to "Never accept cookies", Opera will prompt me to accept or deny cookies.
I have installed Opera v38 on Ubuntu 14.04 but I don't see this behavior. What do I need to do to get this functionality?

That's how I have it set. I went to youtube, I know it wants to set a cookie but I see no prompt. Firefox pops up a dialog box, what should I be looking for in Opera?

This documentation is for an old version of Opera, that's why it doesn't work.
I said to an Opera employee a while ago that they should update or remove it, and he answered that he would contact the documentation team, but nothing has happened.

Thank you for that clarification, I feared that was the case. I find it sad that companys seem to be in a rush to remove working features, in some misguided effort, to dumb every thing down.
I'm surprised that no extension writer hasn't stepped up and written an extension that simply fills that need.
