Lock elements position in Speed Dial

It would be very useful to have the ability to lock a Speed Dial element in his position in order to avoid him being pushed whenever we add an entry with the "Add to bookmarks" button, or it could be done very simply by adding new items from the bottom of the speed dial and not from the top.
