Opera Coast 4.40 does not finish installing on IOS 9.0 public beta

Opera Coast 4.40 download completes, but the icon does not progress passed the Loading ... phase.
iPad Mini version 1, 16 GB, 1.6 GB storage available.
Settings | General | Storage & iCloud Usage | Storage reports Opera Coast is using 256 MB, of which 216 MB is Documents and Data.
Is there a good place to report issues with Opera Coast executing within the IOS 9 Public Beta?
