Is VPN enabled on WiFI networks when compression is paused?

reading faq I would assume yes but some articles say the "service" is paused, and since the service could be defined as both compression and VPN

Any cloud services are paused. Opera mini proxy doesn't have a persistent httpping service which can pass through ISP filter unlike Psiphon for example.

It can be paused and it may be because of the provider side. I am using a vpn which is running perfectly on my system and i have found the provider details from vpnranks. I will suggest you to go for it and resolve your compression issue.
