What do Ctrl+F1, F2 do?

I know we can switch to another tabs by those. But I didn't find the rule? It alwasy jumps. Not left or right tab. Could some please explain to me?

By the way,
Ctrl+Tab and Ctrl+Shift+Tab are really not comfortable.
It is not convenient for me that Ctrl+Space goes to Home page, as I am a Chinese, I always need to use Ctrl+space to switch the input method.

PS: Will the customed keyboard shortcut function come back?
