Can't get web mods to work or appear in my lists

OK, total noob question I get it. What do web mods even Do and why aren't they showing up? According to my theme, there is one and I have webmods turned on:

However, when I go here, I see zero web mods installed and not sure how to "install" another one without changing my theme:

What am I missing? OH and Windows 11 Pro, new monster gaming rig.
