[Recurring Issue] Extremely slow startup and page load on fresh install

I just reinstalled GX today after having uninstalled it previously for a major slowdown issue, and clocked the startup time to be well over 60 seconds, not including the load time for the welcome page which took nearly 90. Tried a second launch and saw similar results.
I don't have a slow computer, and no other program on my PC takes nearly this long to launch or load.
