The overlays are not working, they flicker but never open.

It's been a while since I can't use any function that uses some kind of overlay, apps from the sidebar, the dowload popup, even quick settings.
I have tried reinstalling but the issue still persist, tried resetting my pc, tried clearing cache, nothing worked so far.
