Notes widget on starting screen request

I think it's impossible to make such a thing as an addon by myself? It would need to be coded by dev team?
So I'm kindly requesting, something similar what Vivaldi has, mainly widgets at starting screen, in this example simple notes. Visible at every new tab opening.
Nothing more that rectangle with an ability to put text in it. That's it. Nothing more.
I'm sharing the possible look of it.
Reason for particular way of doing it, is that I want my theme to stay. It's animated and superb.
