Themes in Opera 21 do not work like Opera 12

Opera 12 is my all time favorite browser.
Please try to make the UI of Opera 21 and future versions allow an Opera 12 UI Mode.
My main obsession right now is to get THEMEs to complete fill the TAB area when the Browser is not MAXIMIZED.
Also I would like the Opera Menu Button to always locate like when Opera 21 is MAXIMIZED.
Somehow I really believe this should be the Default.

Thanks for considering my input.
Plus maybe this is already available but I cannot find out how to do it.
Very frustrating and time consuming for a nit picker like me.

I do always come back to Opera -- keep up the good work -- Opera 21 is FAST.
