Add a grace period on unmuting tabs

It would be nice if the mute toggle remained clickable for a few seconds after sound has ceased in a tab.
If a tab's audio channel is silent, it cannot be muted/unmuted. This is good, but in cases where a tab is intermittently making sound (for example if a person is talking with lots of pauses), it can be annoying trying to unmute and failing because you happened to click in during the gaps between words.
This is may be small feature that would add minor polish, but should also be very simple to implement.
