Can't sign in on PC

Why I can't sign in on my PC? In the same network, I can sign in on my phone. I can open the "Sign in" pages on PC, but I can't sign in, neither on Windows or Linux.
P.S. I live in China. Opera Software has been aquired by Chinese capital, why not set up severs in China. Opera software could set up servers on 360's cloud. Then, we won't bear such a problem in China. As we all know, Chinese law asks any company to make dates staying internal. Doesn't Opera software wanna any market here?
