Dragging tabs from one window to another drags a different tab

When I try to drag a tab from one opera gx window on one monitor to my other main monitor, sometimes the tab that drags over shows the preview of the tab I am dragging but when I let go and release the tab onto my main monitor, it'll be a different tab than what I tried to drag over.
I don't see a pattern yet and can't tell why it takes a different tab that is open rather than the one I'm selecting to drag over.
Any thoughts?
