Opera NOT reloading tabs and pages on reboot

Running Opera 65.0.3467.48 on a Debian testing (11) platform that is as up to date as I can keep it without breaking stuff.
On occasion one has to reboot. I have Opera set so that existing tabs and pages are reloaded.

So this morning had a reboot (a log file run amok necessitated such) something I try to do less than once per quarter.
This time Opera came up as a single page with one tab.

So how do I find the previous tabs/pages?

Why this behavior?
