Run at Android Boot/Start-up No Longer an Option?

What happened to this option? Why? For technical reasons?
Y'all made a lot of changes with this latest release without informing us very well.
Does this mean this change was unintended? (AKA a bug)

Google services may have a delay at startup, some processes can be restarted and is not a good thread mangling a VPN filter around.
