Cannot view webcams on Opera, can on FF

Ubuntu: 19.10
Opera: 64.0.3417.83
FF: 70.0.1

When trying to view a webcam in Opera images will not load, in FF the video displays.

For instance, this is the webcam I am trying to load:

In Opera it never loads, in FF it works just fine.

Another website, https://www.webcamtaxi.com/en/usa/vermont/waitsfield-covered-bridge.html, works well on FF but on Opera I get this message: Your browser does not currently recognize any of the video formats available.

I have read the previous notes about webcams but I don't understand them. Is there a setting I should examine or alter? Is there some software or code that I should install?
