On Linux Ubuntu 22.04 I'm getting the same thing. When I start opera using a launcher or from a terminal a browser window opens and then a second browser window opens over it. This only started happening after I updated Opera to version 103.0.4928.16 and has never happened for me with any previous version of Opera.
