opera one, 102.0.4880.56 , windows 10 64-bit
When clicking, or switching using ctrl+pgup/pgdn, to some tabs, the tabs scroller moves to the leftmost position. As a result, currently selected tab header becomes not visible in tab if it is not in the first ~20 ones.
It looks like it happens only for tabs in tabs island, as on attached screenshot the ones marked with arrows.

@aliasbryce in version 102 it is again controlled by 'enable tab scroling' in options, and by default it is off , no matter what value was set before in opera/flags .

e.g. when browser windows is maximized , moving mouse up all the way to the edge of the screen and clicking there results in switching to the tab. In previous version it interacted with tabs scroller and allowed to drag it or click to scroll.
In order to interact with tab's scrollbar you need to move the mouse 2 to 4 pixels down (but not more, there it will again click on tab header)
(1 pixel below will not pick tab scroller neither, it will pick the windows title bar and cause it to move window and de-maximize it if it was maximized)
Is it intentional and if it can be changed to old behavior?102.0.4880.56, windows 64-bit
