Volume in popup window automatically changes

So, for quite a long time I have this problem:
when I open a video (for example on youtube) I can see on the player, that the volumen is set to 100%, but when I open the video in an opera's popout window, I can notice that the volume in this popout window is surprisingly set to, for example, 50%. So I set it also to 100%. The problem is, that this volume very rarely matches the volume in the player. What is more, the volume in the popout window resets itself to 50% every time when I refresh the page (the volume in website's player is all the time set to 100%). It happen constantly on various websites, as well as various youtube's videos.Example - the website's player is set to 100%, but when I open the popup window I can see, that it is there set only to about 50%. After adjusting it to 100% and refreshing the page, it goes buck to 50% in the popup player, but the website's player is showing 100% all the time.
What is more surprising, from time to time, I come upon a video which has its volume set to 100% in the player, as well as in the popup video. As far as I have noticed, the base value in the popup window can change from around 20% to 100% from one video to another. I have no idea what it depends on, that this base value changes from one video to another, and varies so much.
I also noticed, that if I set volume to 100% in the popup video, and than try to adjust volume in the website's player, the volume in the popup window resets itself to the base value (for example 50%).So my question is, whether is it possible, to set the volume in the popup window to 100% once and for all and not to have it adjust each and every single time when changing a video.
Please share your wisdom and help me, because I have been looking for a solution far and wide, but alas, I have found nothing, and this magic automatic volume adjustment is really driving me crazy...

I looked into "Statistics for nerds" of the YouTube video I posted above as an Example and I see, that there are two parameters regarding volume, that is: "Volume / Normalized 100% / 59% (content loudness 4.6dB)". I dare to assume, that the first value is the player volume, and the second one is the popup window volume. When I change the volume in the popup window to 100%, none of the values in the "Statistics for nerds" change, but the volume is significantly louder. After refreshing the page, and not rising the volume in the popup window, both values regarding volume are the same as before, but the actual volume is significantly quieter compared to this one, after adjusting it in the popup window.So does that mean, that this problem has nothing to do with Opera itself and is entirely youtube based ?
If yes, so does that also mean, that there is simply no way for The Opera Team to find and implement a solution to this problem ?
(I am using Opera 81.0.4196.60 on Windows 10)Thanks for your answers in advance!

@marri The values in statistics for nerds are independent of the browser you are using.

I see...
So you can manually change this value, but it is impossible set this value to max and always keep it that way by, for example, constantly overriding the initial value.Maybe one day some will come up with some sort of an add-on or something, which will prevent this value from being changed back...
