Import bookmarks from HTML file inactive

Hi,
I exported my bookmarks to HTML file, however when I try to import them the button to choose the file (Wybierz plik) is not active (as shown below). I can just cancel (Anuluj). When I choose other options like importing from Internet Explorer, it works.
Any suggestion why it's like this?
My version for Win 10 Pro x64: 69.0.3686.77
