This is fixed in Opera Developer 126.0.5748.0. At the URL opera://settings/languages, you can add a language, click its 3 dots and check "Display Opera in this language" and it'll actually work.

@MehrzadS the Opera flatpak is a community maintained package, Opera the company is not involved in updating it AFAIK.
At least that's what they told me a couple years ago and why I switched to using the RPM repositories instead.

@AlexanderKamp What version of Windows are you using? Also, have you checked your various system drivers to make sure they're each up-to-date (especially graphics drivers)?
