Имея 32 гига проще полностью отключить файл подкачки, сомневаюсь что будет ситуация, когда ОЗУ будет забита полностью. Опера может притормаживать по разным причинам. Например процессор чем-то занят или видеокарта (при включенном ускорении). Если стоят драйвера на видео от Майкрософт советую их обновить.... Так же, возможно, проблема может быть в кеше браузера, можно попробовать удалить кеш и протестировать....
Это Опера начала выдавать после последнего обновления. С похожей тематикой появилась плитка на экспресс панели, это надо перетерпеть, разрабы так зарабатывают денежку. Уверен со следующим обновлением все пройдет как страшный сон.
