But I must say, they've hidden the cookies list well under Content settings. Even Microsoft doesn't hide things so well.

I've just remembered, I had downloaded some small images, which I do all the time. But now looking at the downloads, one of them indeed didn't finish (the server could not find the file). So that must have been it.
The thread can be marked as SOLVED.
I tried re-installing Opera on top of existing version, but still no change.
Then. I suddenly jerked the Menu tab downwards with the left mouse key. The window became horizontally half-screen and when I restored it to maximum, the problem was solved with the Menu tab back at its normal place.
I suspect, was caused the problem was an unintended similar but opposite move.
I suggest Opera developers investigate how this can happen and eliminate it, as it could occur unintentionally.
Now I come to think of it, I don't remember ever seeing the “Do you want to leave this site?” pop-up in old Opera Presto. So there must be a way of doing away with it thru the browser.
Yes, considering the time it took me to learn even the basic ticks of old Opera, I dread the effort and headaches of learning the new one.
Something analogous with my old Windows XP that's coming out of support.
But then they do say, by the time you've learned a system, it's obsolete. (Murphy's Law)
