There are external programs that can read it, but only if it is for your account. If it is from another computer, then forget about it.
In Settings > Autofill > Passwords there is an option (on the menu just above the list) to "Export passwords". This will produce a list in standard CSV format that you can send to another computer or just store somewhere safe as a backup.
