i just reupgraded opera, and i can confirm that there is no " Your flash settings will be kept until you quit opera" but it does hold the ask before until opera is quit.
As a comment : to me this is not user friendly, especially when already using ask before option witch will open a box specifying end of life for flash at the end of the year !!!
Anyway, nothing is perfect in life.

Maybe i was not clear enought,
My setup for flash in version 70 had option allow site to run flash = yes, ask before = yes
In version 71 the option allow site to run flash is missing, ask before is still there but cannot be change to yes revert wright back to no after closing the settings pane.
There is no " Your flash settings will be kept until you quit opera"

with the latest version 71.0.3742.0, flash was changed from ask before to not allowed.
When changed back to ask before, opera-dev set's itself back to not allowed on it's own.
When entering exception rule Add the site added disappear from the add rule once again opera-dev set's itself back to empty Add rule, therefore flash apps cannot work.
Following update from 70.0.3728.0 to 71.0.3742.0.

Concerning DoH, as far as i am concerned it is disabled.
I have dnssec on my firewall, and do not trust the cloud.

Steps to reproduce problem
Open opera in private
click sidebar "link" extensions .... nothing append ( not working ) was opening in additional not private opera window prior to version 65
click on settings ... nothing append ( not working ) was opening in a not private opera window prior to version 65
n.b. error output from consol if settings is click : [5080:5080:0831/185252.895977:ERROR:CONSOLE(0)] "Unchecked runtime.lastError: Cannot open URL "chrome://settings/" in an incognito window.", source: chrome://startpage/ (0)
No output/error for extensions in consol

I found the problemthe cause of my problem.
When i start opera-developer, it is from a shortcut in my task bar. If that shortcup include --private , then web get stuck to loading with a black screen.
Ex: of not working
opera-developer %U --start-maximized --private -–enable-zero-copy -–enable-gpu-rasterization --enable-native-gpu-memory-buffers --enable-features=CheckerImaging
Ex of working

So my problem was/is starting opera-developer in private.

Animated wallpaper is back to a fonctionnal state with latest version.
But i cannot access any web sites with the version 64.0.3416 and 3409.
Top payne is stuck on loading with a black screen.
All previous version were working fine up to 64 ( did not test with 3407)
So i downgraded to 63.0.3359
Why install those ?
The only package required for flash is pepper flash.

DRM content on Flash still requires HAL to play. This is apparent for example with WatchESPN, HBO GO, or Demand 5 (Channel 5 UK). If you attempt to play a DRM-protected content without HAL, you may see the following error: an error occurred and your player could not be updated.
To deliver DRM-protected content, Flash calls several functions provided by the HAL daemon and its libraries.
