Re: VPN does not hide my location
I tried a new test and it works just fine.
I turned on my Opera VPN and then I opened up Ublock Origan Extension and activated
Prevent WebRTC from leaking local IP addresses.
So then I went to Whats is my IP Address and it did Not show my ISP or my location, but instead it said my ISP was Opera Mini Proxy and it showed me the location in Europe somewhere, So I looked into the IP and it shows me Services: Network sharing device or Proxy Server Type Wireless Broadband with Static IP Assignment. Therefore, it tells me I'm connected to Opera VPN via my Computer, and that WebRTC is not leaking my IP of my Real location.

It was a brand new PC, a clean install.
The clean install should be done to Opera profile, the profile may be corrupted so, just follow the steps of the post, start Opera with a clean profile and test.
Opera Presto haven't gotten any update since 2013 and it won't get anymore. It wil get older and older with more and more problems. You should try the new version.
I am sure it has to be something wrong with his install that's causing the problem. Opera 12 still works just fine, except for a really small minuscule number of websites. No need get carried away and switch to new opera if he don't want to. There are plenty threads about issues with new opera too
That issues with the new one can be fixed.

An hour ago I noticed another issue.
I always check "Accept cookies only from sites I visit" and "Delete cookies at exit".
However, I was on one website this morning and when I exited it I checked the cookie folder and there were over one hundred of them from websites I have never even heard of. So I exited Opera completely, expecting the cookies to be gone. Unfortunately, when I restarted Opera, all the cookies were still there and I had to delete them all manually. Is there another setting that I have missed?
