Hmm, if you right-click on "C:\Users\Administrator\AppData\Roaming\Opera Software\Opera Stable" and goto "properties", what does it say for permissions on the security tab. Maybe explicitly add the Administrator account to have full control instead of just the Administrators group. Might have to do something similar with "C:\Users\Administrator\AppData\Local\Opera Software\Opera Stable".
Also, if you can find this issue for Chrome when searching Google, the fix might work for Opera too.
@burnout426 Ok I know now that I has the official Opera.. It was put in my flash drive since forever...
But i think I somehow disabled the Wallpaper functionality then forgot about it..
It doesnt concern me now since I know it is not a bug and its just me (wallpapers aren't a priority)
Just consider this issue closed..

I dont know why I didnt think of that but I believe there should be a quicker way to access the hidden extensions like in chrome. when there is too many extensions in Opera I noticed an arrow dropdown list appears (on the far right) that shows some of the extensions, I believe the user should have control over what gets on that list and what doesnt..
