For anyone interested, it appears that the following extension has provided me with the tab switching behaviour that I want.
https://addons.opera.com/en/extensions/details/classic-tabs/
Enable "Activate the next tab" under "When closing a tab"
Guess the thread can be closed.

Can you elaborate? Is the intended behaviour to be unpredictable? That seems like bad design to me.

Tell me this isn't a bug. I have video footage of the issue now.
So when I experienced the issue again, I cloned a window with all the tabs. The issue didn't replicate in the new window.

My experience with other browsers has lead me to believe this may be a bug. Additionally, when I've incurred this issue I have restored the closed tab and then re-closed it, Opera would then correctly switch to the tab to the right.

I use the mouse middle button to close tabs so close buttons aren't needed.
