But then I started <a href="http://amazon.com" target="_blank" rel="noopener noreferrer nofollow ugc">amazon.com</a> and saw in a new bar at the top, "Get special offers with the Amazon 1Button App," with two options: "Install now" and "No thanks."</p>
<p dir="auto">The problem is that I have Javascript turned off and the plug-ins policy is "Do not run plug-ins by default" with <a href="http://amazon.com" target="_blank" rel="noopener noreferrer nofollow ugc">amazon.com</a> NOT included in exceptions. This behavior is more consistent with "Click to play." Am I wrong?</p>

Its something <a href="http://amazon.com" target="_blank" rel="noopener noreferrer nofollow ugc">amazon.com</a> is doing, when it detects opera user agent it offers to install that extension (note: its an extension, not a plugin).</p>
